The Office of Planning and Development is responsible for the redevelopment of its public housing stock using the mixed-finance public development method. The goal, using a combination of public and private financing and partnerships, is to develop public housing that is integrated physically, socially, and economically within the greater community, thus improving access to jobs, community services, and resident self-sufficiency.

Mission

  • Collaborate with the City of Baltimore to facilitate neighborhood revitalization
  • Procure qualified real estate developers with the capacity to deliver projects on time and on budget
  • Continue to expand the Baltimore Affordable Housing Development, Inc. (BAHD) capacity as a developer in order that BAHD can self-develop HABC properties in the long-term
  • Leveraging public and private partnership to support real estate developers project financing plans
  • Working collaboratively with various federal, state, and city agencies to meet project deadlines
  • Provide construction oversight to reduce reworks, costs, and delays while approving necessary change orders
  • Ensure compliance with all regulations applicable to our funding sources

 Vision

  • To create diverse, sustainable, and vibrant communities through redevelopment and/or rehabilitation of public housing
  • To become a self-sustaining developer of HABC property through BAHD, Inc., an instrumentality of HABC
  • Implement HABC’s “Community” and “Collaboration” goals within each project plan

Real Estate Development

Planning and Development identifies public housing developments in need of redevelopment, using federal subsidies, such as Choice Grants and other federal funds. Planning and Development has been able to redevelop numerous Baltimore City public housing developments.

The City’s Inclusionary Housing requirements became effective on July 21, 2024.  Market rate multi-family projects that meet the criteria established in the lay may be required to make Inclusionary Units available as part of their project.  Please click here for additional information.
