Ms. Francis brings 22 years of professional experience in finance and accounting, with a notable 12-year tenure at the Housing Authority of Baltimore City and 4 years with the Housing Commission of Anne Arundel County. Her expertise extends to consulting with various Public Housing Authorities (PHAs) on financial data schedules and financial audits.
 
Throughout her career, Ms. Francis has developed a robust background in managing non-profit and quasi-governmental agencies, with a focus on high standards in financial management, accounting, and fiscal operations. She has substantial experience in navigating Federal, State, and Local government regulations and compliance requirements. Her responsibilities have included monitoring cash flow statements, developing mechanisms to enhance agency reserves, and managing complex Low-Income Housing Tax Credit Projects. Additionally, Ms. Francis has effectively partnered with organizations, led and motivated staff, and coordinated team-building efforts, training, and customer service. She has ensured timely reporting to both internal and external agencies.
 
Since 2020, Ms. Francis has been instrumental in advocating for the Housing Authority of Baltimore City's (HABC) strategic goals and objectives. She has developed metrics to enhance HABC’s S&P credit rating by improving EBITDA profitability and has contributed significantly to HUD performance standards and reporting requirements. Her role includes acting as a liaison with independent auditors, ensuring financial statements comply with GAAP, GASB, and FASB standards.
 
Ms. Francis holds a master’s degree in accounting from Osmania University, Telangana, India, with coursework in Business Economics, Taxation, Quantitative Techniques, and Human Resource Management. She is also certified in Tax Credit Compliance.
